Kilroy CEO Mike Borfitz was recently interviewed by Flight Safety Detectives John Goglia, Greg Feith & Todd Curtis, joined by journalist Miles O'Brien who has written for CNN and PBS. They discussed the notion of an FAA certificated third party Organization Designation Authorizations (ODA) which would approve Boeing designs on their behalf. An ODA is an FAA approved organization that can approve designs and manufacture those designs with minimal FAA oversight. FAA trust in the integrity of any designee, especially ODAs, is paramount.
The FAA and DoJ have both found problems with the Boeing approach to design approvals, to say the least. The 3rd party ODA would be physically separated from Boeing but funded by Boeing, and would employ non-Boeing engineers & inspectors. The ODA would also have embedded FAA engineers & inspectors to ensure the FAA & ODA are working "hand in glove" which is exactly the way it should be.
